A FEW HIGHLIGHT FROM EACH OPERATION

WITHIN THE FIRST 100 DAYS IN OFFICE

  • Administrative Operations:

    · Created an internal Human Resources Manager position that developed a consistent process for promotional opportunities and transfers.


    · The Sheriff’s Office has hired 17 new staff members within the last 60 days, and held open internal promotional boards for Captain, Lieutenant, and Sergeant positions to provide opportunities for our current staff.


    · HCSO has reinstated random drug testing procedures in conjunction with the County Risk Management for all safety sensitive employees to provide accountability and reduce agency liability.


    · The Henry County Sheriff’s Office has created a Policy Review Team ,which is updating and creating policy that meets the national accreditation standards.


    · HCSO has acquired PowerDMS software program that encourages a paperless environment for maintaining, disseminating, and tracking your organization’s most important policies and other content efficient.


    · Created a Legal Affairs Unit to provide legal advice and counseling to the agency.


    · Acquired Internal Affair software IAPRO that will provide the agency a secure method of maintaining Internal Affair cases and report generated analysis encouraging a paperless environment.


    · HCSO obtained IT Manager to assist the agency in increasing our technology , intensification of security with video and access monitoring to facilities, and establishing systems with other department Managers to assess the growth needs and maintenance of the agency’s network


    · Sheriff has implemented an Employees Wellness Program policy that provides annual psychological wellness assessments to ensure that we are adeptly processing stressful circumstances.


    · Operation Face Lift- Upon taking command of the HCSO , Sheriff Scandrett found areas of concerns that needed immediate attention, so Operation Face Lift was implemented to increase the standards for security, cleanliness, and a professional image.

  • Court Operations:

    · Providing Judges with secure parking, in an enclosed area with direct access to the courts' private circulation system


    · Harden the security of the courthouses by providing early intervention methods to prevent the introduction of weapons and other prohibited items into the courthouses This will simultaneously reduce the opportunities to commit violent acts and allow for a swift response.


    · Instituted strong security measures regarding the screening process for entry into courthouses, which ensure that proper security checks of buildings and outside areas are being conducted and properly documented.


    · Security analysis provided the best hours to implement a second shift.


    · Increased the ability of personnel to perform their duties during day-to-day operations and in cases of emergency.


    · Cleared inmate holding areas of structural defects, missing structural components, weapons, or any other item posing a threat to safety, security, or good order of the court facility.


    · Augmented current camera systems in the Superior Courthouse and the Judicial complex which did not meet the minimum level of surveillance for safe operations.

  • Jail Operations:

    · There was no COVID-19 policy in place when Sheriff Scandrett was inaugurated. He implemented a COVID 19 policy, which included admission tests for the arrestees and inmates and providing the appropriate medical care if there was a positive determination.


    · Provided temperature scanners were placed in all entrances and n95 masks were made available for all employees with grant money provided to the county.


    · Resolved major infrastructure projects such as installing security gates.


    · Increased security integrity by reconfiguring the jail lobby and installing a twenty-four (24) hour officer and metal detector to prevent contraband from entering the premises.


    · A new Key controlled system was installed and climate control units repaired and replaced.


    · A new camera system was installed for the safety and security of inmates and personnel.


    · New video conferencing for bond calendars and for attorney-client conferences.

  • Field Operations
    •  Field and Support Operations have been reorganized to properly aligning staffing for effectiveness and efficiency.

    •  The Henry County Sheriff’s Office and the Board of Education are developing a new Memorandum of Understanding for School Resource Officers (SRO) deployed at the schools.

    •  The K-9 Unit structure has been evaluated, which led to increased training and certifications.

    •  Developing relationships with internal and external partners and providers to improve relationships with the community.

    •  A collaboration and partnership developed with the Department of Homeland Security and will be instrumental in battling crimes against children and sex trafficking.

    •  Partnered with the Henry County Department of Health, Henry County Police Department, and our Emergency Management Agency in assisting with the implementation of COVID-19 vaccines to our community.

    •  Purchased new SWAT Tactical ballistic protective vests and helmets

    •  Acquired, outfitted, and trained with a new SWAT protective deployment vehicle, which has been used for high-risk warrant service

    •  Developed increased safety for students, staff, visitors, and deputies within our schools with the deployment of updated less-lethal electronic control devices which increase options for de-escalation

    •  The Tyler System Mobile Management System: the system is used to track and analyze data and crime statistics, complete reports, deploy resources, and increase supervision and operational effectiveness. Purchased the computers and equipment for implementation and trained personnel in preparation for system implementation.

    • Updated safety and security for our Property and Evidence Unit with the purchase of an updated alarm system and industry-specific high-efficiency particulate air filtration system
  • Community Relations
    • Operation Stop and Talk is an initiative for Field-Support Deputies to focus on building positive relationships with our citizens through open and honest dialog.  Deputies introduce themselves to citizens they encounter and start conversations about their concerns and find out how the Henry County Sheriff’s Office can be of service to them. 
    • Quality-of-Life Improvement Operation is a shared commitment with community partners. Evidenced-based intelligence and strategies were used to identify areas for public safety improvement. This collaboration resulted in numerous arrests.
    • Supported the Seniors on Valentine’s Day at a senior living complex by bringing them roses and candy.
    • The Quality of Life Operation partnered with faith-based and other organizations to serve             our mental health and homeless persons. 
    • Basketball with a Deputy: Our SROs visit parks and neighborhoods to play basketball with area youth, encouraging better relationships between law enforcement and the community we serve
    • Popsicles with a Deputy: a community-oriented program to engage youth by distributing popsicles where they are, such as parks and neighborhoods. 
    • Supported the youth at A Friend’s House with a “Visit from the Sheriff at Urban Air”, a spa day for the young ladies.  The office also provided lunch on several occasions, candy and balloons on Valentine’s Day, donated blanket donations, and held a fishing tournament to benefit A Friend’s House.
    • Haven House – New security system, Valentine’s Day Flowers, Blanket Donation.
    • Polar Plunge for Special Olympics.
    • Water donation to Volcanic Relief Efforts for St. Vincent and the Grenadines
    • Participated in Eagle’s Landing State Championship parade (basketball)
